I can answer that for you.
As far as I know changed the rules of copyright on march 1989 (remember this because it was my birthmonth) before this date all the films (in the U.S.A.) had to show a copyright-notice to the goverment, so that the they could be registerred in the system. films that didn't give a notice to the goverment fell in the PD after the changing of the system. This was something I heard, I don't know accuracy of it because from the same source I heard that the only way that an American film after this date could fall in the public domain was through donation. and that would make Laser Mission (1990) the strange case.
